Organization: State of Michigan - Michigan Civil Service Commission

Location: Lansing, MI

Pay Range:   $113,000 - $156,000 with a full and comprehensive benefit package

Organization Background:

The State Personnel Director is a classified position, appointed by and reporting to the Michigan Civil Service Commission. The office is located in downtown Lansing. The Civil Service Commission is a bipartisan, four-member body, appointed by the Governor. The Civil Service Commission classifies all positions based upon duties and responsibilities, assigns rates of compensation, approves disbursements for contractual services, determines candidate qualifications, makes rules and regulations covering all personnel transactions, and regulates all conditions of employment in the classified service. The Commission appoints the State Personnel Director to administer these functions via the Civil Service Agency. This position may serve as a member of the Governor’s Cabinet. Qualifications:

Candidates interested in this position must have a Bachelor's Degree, preferably in Business Administration, Public Administration, Labor/Industrial Relations, Law, or Human Resources Management (or equivalent of ten years of human resources experience at a management level). Must have at least two years of experience as a director of a division, or equivalent experience within human resources. This position requires a broad, multifaceted background within the major functional areas of human resources in a unionized environment; within the public sector/governmental sector or a large complex organization with a multi-million dollar budget. Successful candidates must have proven leadership and executive-level experience requiring strategic planning, policy development, administrative decision-making, and complex problem solving. Qualified candidates must demonstrate progressively greater responsibility and promotion within the human resource field and successful labor relations experience. The successful candidate must also possess demonstrated ability to make presentations and negotiate the resolution of complex public policy issues.

 

Position Description:

As the overall director of human resources in state government, the State Personnel Director is responsible for the formulation and implementation of the Civil Service Commission’s mission, policies, strategic plans, directives, organizational structure, and budget oversight, and for the promulgation of regulations to further implement Commission rules. This position serves as the principal executive officer of the Civil Service Commission. Duties include administering the State’s Employee Benefits Plan and the State of Michigan’s constitutional merit system; developing rules and regulations governing employees; overseeing classification, selection, and compensation programs; managing human resources operations and information services; administering rules governing employee relations; approving disbursements for contractual services; and serving on boards and commissions such as the State Board of Ethics and State Employees Retirement Board.

Along with the Chief Deputy Director and the Deputy Director, this position manages: Human Resource Operations; Office of Classifications and Selections; Personal Services Review; Detroit Regional Office; Compensation and HR Training and Development; Employee Benefits; Business Applications Support; MI HR Service Center; Hearings, Employee Relations, and Mediation; Technical Complaints; Office of the General Counsel; Compliance and Internal Audit; Budget and Financial Services; and Human Resources. The State of Michigan has consolidated human resource services under the direction of the Civil Service Commission and the State Personnel Director. This position has human resources responsibility for approximately 54,000 employees in up to twenty state departments and several agencies. Seventy two percent of classified employees are unionized and covered by one of ten collective bargaining units (www.michigan.gov/ose). This position manages an agency of approximately 550 employees, with a budget of $70 million and five direct reports. This position is hired under a two-year contract, subject to renewal by the Michigan Civil Service Commission.
