The Flint Center for Educational Excellence (the Flint Center) is looking for a mission-focused, seasoned, strategic, and process-oriented leader with experience in scaling an organization, partnering with an executive leadership team, and developing a performance culture among a group of diverse, talented individuals. The Chief Operating Officer (COO) must be a leader who is able to help others at the Flint Center deliver measurable, cost-effective results that make the vision feasible for attainment. Importantly, the successful COO will have the skills, sensitivity, and personal confidence to harness the power that each team member brings to this mission.

Reporting to the Chief Executive Officer, the COO is a member of a small executive leadership team and has primary responsibility for the organization’s financial management, business operations, staff performance, and strategic planning. This role works closely with the executive leadership team to determine strategies to best fulfill the organization's mission. While it is essential that the COO brings efficient and effective systems to increase the productivity of the organization, it is also critical that the team retains the creative nimbleness that has driven the Flint Center’s development.

Position Responsibilities
The COO will lead all internal operations. In addition to the following responsibilities, regular
attendance in the workplace is an essential function of this position.

Finance
• Oversee budgets, financial reporting, and fiscal accountability in coordination with the Flint Center’s contracted Fractional Chief Financial Officer/Controller, Senior Accountant, and fiscal sponsor.
• Monitor the Flint Center’s financial performance and develop long range financial plans that align with the organization's strategic priorities
• Develop annual, multi-year, and project/grant budgets
• Manage government contract revenue and restricted funds usage
• Take action to improve performance, create efficiencies, and achieve financial goals.
• Act as liaison with the Board Finance & Audit Committee
• Oversee grant activity related to day-to-day operations; including financial auditing, overseeing outcomes and reporting.
• Oversee monthly and annual financial reporting, including the conduct of an annual audit and federal single audit
• Review and approve financial transactions. In coordination with the contracted Fractional Chief Financial Officer/Controller, manage banking relationships and investment accounts.
• Ensure all legal and regulatory documents are filed, reported, audited and in compliance with laws and regulations for the organization.


Business Operations
• Oversee, direct, and supervise all day-to-day business operations and internal administrative staff of the organization.
• Develop, implement, and manage operational policies and procedures.
• Identify solutions to complex problems by studying issues and communicating effectively to the Board, executive leadership team, and staff organizational responses.
• Manage all contracts, including grant agreements, business and vendor contracts, subcontracts, and federal agreements. Ensure compliance with federal procurement standards when applicable. Reviews all legal documents and Terms of Services
• Establish fee schedules and evaluate cost and effectiveness of earned revenue programs
• Manage physical facilities and assets
• Identify, select, and work with consultants (e.g. legal, financial, HR) to supplement expertise when necessary
• Serve as Authorized Organizational Representative (AOR) for grants

Leadership & Management 
• Working in partnership with the Chief Executive Officer and Board of Directors, create the strategic five-year plan and implement new processes and approaches to achieve it
• Establish and track progress towards organization-wide goals
• Ensure all programs and departments meet the short-term and long-range plans, and budgets based on defined agency goals and growth objectives as determined by the Board and with collaborative input from the CEO.
• Initiate and implement process improvement strategies relating to workflow, quality of operations, safety, and experience
• Lead and actively participate in the development of funding proposals and support the Chief Program Officer and Chief Strategy Officer in the development of new initiatives
• Develop reports for the Board of Directors, primary funders, and other key external stakeholders around organizational impact and plans for the future

Human Resources
• Responsible for oversight, input and developing best practices for Human Resources and related functions listed, but not limited to; HR policies, procedures, documentation, onboarding employee experience, culture, employee accountability, performance measures and evaluations, employee handbook and compliance.
• Oversee and ensure accuracy of payroll, employee benefits, business insurance. Ensure compliance with all labor law and employment practices
• Oversee process for performance evaluations and compensation review. Support recruitment and talent retention strategies.
Qualifications
• Bachelor’s degree in business administration, finance, human resources, or related field. Master’s preferred.
• Minimum 7 years of progressive leadership experience in business operations, finance, and/or non-profit administration

• Understanding of business functions, such as HR, finance, marketing, etc.
• Demonstrable competency in strategic planning and business development
• Ability to analyze performance/operation metrics to drive performance
• Aptitude in decision making and problem solving
• Demonstrable ability to thrive in a highly entrepreneurial environment.
